Mark Adams and his company, California Receivership Group (CRG), recently marked 25 years as California’s most experienced health and safety receivers. Over this time, he and CRG have managed 415 properties across California, Tennessee, and, most recently, Texas, facilitating and repaying $62.5 million in rehabilitation loans. According to the U.S. Bureau of Labor Statistics formula, this investment has generated roughly 1,500 jobs over CRG’s 25-year history—an average of 60 jobs annually—benefiting local economies and communities.
CRG specializes in rehabilitating challenging properties, including hoarder homes, illegal cannabis grow houses, and unlicensed dispensaries. As he looks ahead to the future, Adams remains committed to transforming some of the most troubled properties in California and beyond into vital community assets.
Expanding Operations into Texas and Tennessee
To extend his impact, Mark Adams launched Texas Receivership Group, LLC (TxRG), which has already secured two court appointments in Dallas. In 2019, he founded Tennessee Receivership Group, LLC (TRG), which recently completed its 36th property project in Memphis.

Following major wildfires in Los Angeles, Adams contributed an article to Receivership News—published by the California Receivers Forum—detailing the critical role of receivership in disaster recovery. Co-Founder of the Vacant Property Receivership Consortium
Mark Adams and his nonprofit, the CRG Foundation, are founding members of the Vacant Property Receivership Consortium (VPRC). The consortium aims to promote effective receivership practices and policies at the state and local levels. He recently presented on Super Priority in Receiverships at the VPRC Roundtable in Memphis. He will participate in upcoming sessions at the Center for Community Progress National Land Bank Network Summit in Detroit.
Pioneer in Health and Safety Code Receiverships
Adams was the first court-appointed receiver under California’s Health and Safety Code in 1999. This landmark case involved a hazardous 66-unit apartment complex where traditional code enforcement had failed, following the tragic death of an infant due to respiratory infection. He recognized the receivership remedy’s potential to address financial and physical property issues through court authority without taxpayer expense, allowing properties to fund their repairs.
His expertise covers various distressed properties, including apartments, homes, hotels, and commercial sites affected by fire, seismic damage, hoarding, hazardous materials, and more.

Adams established the CRG Foundation, a nonprofit dedicated to helping communities develop receivership programs, raising funds to support projects in economically challenged areas, and advocating for legislative improvements. The foundation empowers local stakeholders with tools and knowledge to eliminate nuisance properties and improve residents’ quality of life nationwide.
Mentor and Influential Speaker
As a mentor to most health and safety receivers in California, Adams is a respected voice at state and national housing conferences. Before CRG, he co-founded the Blue Ribbon Citizens Committee on Slum Housing under then-Mayor Riordan. The committee’s work revealed extensive neglect by slumlords and prompted the city to strengthen its inspection program significantly.
Diverse Career Background
Before CRG, Adams served as principal at Civitas Housing Company and Senior Vice President at De Miranda Management, overseeing affordable housing management for thousands of units. He also managed nonprofit housing operations, directed public affairs for Fannie Mae covering nine Western states, and worked as a mortgage banker selling over $500 million in home loans.
His early career included four years as an attorney specializing in corporate and housing finance, and consulting for the California Governor’s office. Adams graduated magna cum laude from Loyola Marymount University and earned his law degree from Georgetown University.
Family Legacy and Personal Life
Mark Adams and his wife Janis have celebrated 35 years of marriage, raising three children and enjoying six grandchildren. His children have earned advanced degrees from prestigious institutions like UC Berkeley, UCLA, and Harvard. Notably, his son enrolled at Harvard 100 years after his grandfather immigrated from Greece and served in World War I. The family name changed from Adamopolous to his at Ellis Island.
A devoted grandfather, Adams keeps family bonds strong with personal touches, such as sending daily jokes to his granddaughter during her first sleep-away camp.
Passion for Sports and Community
A Chicago native living in Los Angeles, Adams is an enthusiastic Los Angeles Dodgers fan and avid supporter of his children’s athletic pursuits. He earned an award for his loyalty to high school volleyball.
His commitment to community extends beyond his professional work. Adams served on the National Board of the Ignatian Volunteer Corps, supports local charities including St. Monica’s Catholic Church and Loyola Marymount University, and helped found the Chrysalis Center for homeless services. His philanthropic efforts date back decades, including fundraising for Ethiopian famine relief in 1986.
He also held leadership roles with Loyola Marymount University, serving as president of the Alumni Board and a member of the Board of Regents.
